Job Description

 

This pathway will enable 500 skilled refugees and their families to resettle in Canada and be eligible for an economic immigration program, submit their application and start a new life in Canada.

Eligibility Requirements

There are two kinds of eligibility criteria that applicants must meet to apply for EMPP:

1. For EMPP, an applicant must:

  • Be a convention (A person who is outside of their home country or country where they normally live and afraid of returning to that country) or country of asylum refugee (A person who is outside their home country and is seriously affected by massive violation of human rights, civil war, armed conflict, etc.)
  • Hold a valid positive Refugee Status Determination (RSD) from UNHCR or refugee hosting state, an asylum seeker documents, or a Person of Concern letter issued by the UNHCR for the EMPP when it becomes available
  • Be outside Canada and a country where you face persecution
  • Have no durable solutions in a third country
  • Be admissible to Canada

2. For an Economic Immigration Program, an applicant must apply for one of the following economic immigration programs:

Note: Applicants applying for AIP or RNIP as part of EMPP don’t need to prove their working hours in the timeframe listed; they can apply for a loan. These exemptions do not apply to PNP.

Benefits

EMPP will help the skilled refugees by making it easier to:

  • Be eligible for an economic immigration program
  • Benefit from the application and biometric fees wavier
  • Benefit from free pre-departure medical services and medical exams that Interim Federal Health Program provides for applicants
  • Take benefit of a loan to fulfill the financial requirements when you come to Canada
  • Get access to the Immigration Loans Program to pay their travel costs, start-up costs, and permanent residence fee

Application Procedure 

The application procedure is as follows:

  1. Get ready to apply: Before applying for EMPP, applicants should apply for one of the economic immigration programs mentioned above. To apply for EMPP, applicants must include this application. Read the instructions here.
  2. Download the checklists and form
  3. Complete the form using Adobe Reader 10 or higher and turn on JavaScript
  4. Submit the application forms by email (Economic immigration program application and EMPP application form)

How to Apply

Applicants must submit their application forms and all required supporting documents via email. To prepare the documents and forms, an applicant should note these instructions:

  • Documents Format: All forms and documents must be in PDF format and photos in JPEG format with less than 5 MB. Do not compress large files; in place, use the instruction to reduce the size of the files
  • Save your Documents with Specific Names: All documents must be with proper names
  • EMPP checklist: [Principal applicant’s family name, first name] – IMM 0137 – Document Checklist EMPP
  • EMPP Schedule 20 form as [Principal applicant’s family name, first name] – IMM 0138 – SCH20
  • Refugee Status Determination, “person of concern” letter, registered or recorded asylum seeker document as [Principal applicant’s family name, first name] – Refugee Status
  • Attach all forms and supporting documents in your email not more than 10 MB in size. Documents size larger than 10 MB will not be received.
  • Write your email subject line: EMPP application for [principal applicant’s family name, first name].
  • In case of a second email due to the large attachments’ sizes, write, for example, Part 1 of 2 – EMPP application for [principal applicant’s family name, first name].
  • Send your email to: IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca.

After Submission

After applicants submit their applications and all required supporting documents, the assigned team will:

  1. Check for all application forms, and all required supporting documents
  2. Review the application for eligibility and admissibility to Canada against:
  3. EMPP eligibility
  4. Permanent residence eligibility
  5. Admissibility to Canada
  6. Reasons that cause application delays include missing or out-of-date contact information, incomplete application, unclear documents, or not having certified English or French translation. Also, criminal or security problems, indefinite or changed family situation, contact other IRCC offices in or outside Canada for confirmation, missed application number, or any issues getting an exit permit for the country you live in.
  7. Getting your permanent resident status after approval

Prepare to Arrive in Canada

Before traveling to Canada, applicants receive general orientation information about what life is like in Canada. Once applicants arrive in Canada, they will receive immigration help to learn or improve English and French, find a job, and find activities in their new community.
